Chuanli Fan is qualified in both China and New York and leads Mankun’s Silicon Valley office, with a practice spanning cross-border corporate work, investment, disputes, Web3, and AI.
Chuanli Fan obtained her PRC lawyer qualification in 2009 and New York State lawyer qualification in 2012. Since February 2023, she has served as a part-time lecturer at the School of International Law of Shanghai University of Political Science and Law, and from May 2025 she has been appointed for a five-year term as an arbitrator of Xi’an Arbitration Commission.
Her traditional cross-border practice covers corporate structuring, outbound investment, international litigation, arbitration, and mediation in sectors including technology, digital business, media, advertising, TMT, and healthcare.
In Web3 and digital innovation, Chuanli focuses on digital-asset compliance, cross-border blockchain structures, fintech regulation, global licence strategy, crypto-asset flows, and on-chain compliance governance.

范川理律師於 2009 年取得中國律師執業證，2012 年取得美國紐約州律師執業資格。2023 年 2 月起受聘於上海政法大學國際法學院任兼職教師，2025 年 5 月起受聘為西安仲裁委員會仲裁員，任期五年。
在傳統跨境法律業務方面，范律師專長於跨境公司、投融資業務、境外投資，以及金融科技領域的國際訴訟、仲裁和調解，服務行業包括科技、數字、媒體、廣告、TMT、醫療等。
